Adult Services Websites Regulation

Adult services websites (ASWs) are digital platforms where individuals advertise sexual services. Evidence shows that traffickers exploit ASWs to advertise and control victims of modern slavery.

The Independent Anti-Slavery Commissioner (IASC) is leading a research project to understand and prevent the trafficking and sexual exploitation of women and girls via adult services websites in the UK.

This project aims to uncover how these platforms are used to facilitate harm and to recommend stronger protections for vulnerable individuals.

The Scale of the Crisis

In 2024, over 5,000 women and girls were identified as potential victims of modern slavery in the UK, the highest number ever recorded. Many more remain hidden.

The National Crime Agency has identified ASWs as key enablers of trafficking, yet these platforms remain largely unregulated. Without urgent action, women and girls will continue to be exposed to abuse in digital spaces

Action being taken by IASC

IASC is conducting a comprehensive review that includes:

                      • Survivor-led interviews to understand lived experiences.
                      • Data collection and mapping to identify hotspots of exploitation.
                      • Stakeholder engagement with law enforcement, tech experts, NGOs, and regulators.
                      • International comparisons to identify best practice in ASW regulation.

This evidence will inform policy recommendations to better protect women and girls from online-facilitated exploitation.

Working with IASC

This project brings together survivors, academics, law enforcement, and civil society to investigate how adult services websites facilitate exploitation. Through interviews, data analysis, and stakeholder engagement, we aim to shape policy that better protects women and girls online.
